Independent review into small scale-titles

In June 2023 the NSW Government announced the Independent Review into the Statutory Framework for Small-Scale Titles in NSW (the Review).

Following an open competitive tender process, former Land and Environment Court Judge and NSW Attorney General, Terry Sheahan AO, was appointed to lead the independent review. Mr Sheahan will be supported by the law firm Norton Rose Fulbright Australia in delivery of the review.

The Independent review will analyse the statutory framework for the administration and regulation of small-scale tittles for opal mining, including issues such as land access and landholder compensation, and listen to stakeholder views to make informed recommendations to the Government.

Consultation and feedback

Following consultation with key stakeholder groups across the Lightning Ridge and White Cliffs Mineral Claims Districts, the Review has released an Issues Paper for public comment. Submissions on the matters raised by the Paper, or any matter withing the scope of the terms of reference are sought to inform the Review’s final report and recommendations.

To view the Issues Paper and to make a submission to the Review, go to Have Your Say. You can provide a written submission via email or post directly to the Review, or complete an online form. Details on how to submit are available on the Have Your Say page.

Delivery

The final report setting out the findings and recommendations of the review is scheduled to be handed to the NSW Government by September 2024.
